Transforming building and construction industry regulation through data, analytics & insights
Industry - Government / Regulation
A lack of accountability and transparency and some disreputable providers within the NSW building industry led to the Government-driven reform program, Construct NSW, to improve construction of residential buildings, stop dodgy builders and restore public confidence in the NSW building industry
Building regulatory staff within BRD were hampered by needing to use over 50 diverse systems that held compliance, complaints and enforcement data relevant to the building industry
Digital service and product development including using analytics to support risk-based compliance, intelligence and corporate decision-making was constrained by the complexity, timeliness, quality and inconsistency of the data.
The solution involved creating a Single View of Customer and Single View of Building, by:

improving the quality of data held by cleaning and de-duplicating records

linking organisation and individuals’ associations using publicly available data from ASIC

utilising cloud technologies to deploy an enterprise-wide data analytics platform to safely and securely store the data in one place, meeting privacy requirements

surfacing data through visualisation tools to provide regulators with a comprehensive view of

Fair Trading and SafeWork licence holders, such as builders, specialist trades and certifiers and their relevant complaints and compliance history in a centralised and efficient manner, reducing the complaints processing and turnaround time

a property development under construction, through geocoding and data linkage techniques

establishing a ratings system to enable regulators to quickly identify developments that have a higher chance of building defaults, as well as risky players within the industry and to identify high risk complaints, allowing them to be addressed with priority. Using machine learning along with regulatory stakeholder knowledge, a risk model was built with visualisation to easily explain to a user how risk predictions were calculated
The Single View program empowered front line regulatory staff and analysts, simplified operational activities and provided management with accurate and timely data
NSW Government's Strata Hub
Improving the NSW strata community's understanding of its rights and obligations and, reforming regulatory compliance of strata buildings through digital workflow, data and analytics

A lack of confidence amongst NSW strata property owners and investors resulting from poor transparency, accountability and quality of work within the strata building sector was the overarching problem
The problem wa highlighted by emergency evacuations at Mascot Towers and Opal Towers due to serious defects

The Strata Hub solution is a seamless end-to-end digital platform that support strata management in NSW and helps drive building industry reform.
​
A range of fit for purpose technologies were used to integrate data from a multitude of sources in an end-to-end solution that met the needs of the following strata hub users:
• the NSW government to roll out regulatory reforms
• building developers and inspectors
• renters living in strata properties
• owners and investors of strata properties
• strata managing agents and those working in strata services
• emergency services (Police, SES, Ambulance)
Strata Hub enables
• government (e.g. Health, emergency services, Local councils) to readily communicate with strata communities
• a consolidated view of all strata schemes in NSW and transparency on how strata schemes are being managed through the capture and validation of key strata information via Annual Strata Reporting
• access to reliable up-to-date strata scheme information for people looking to buy into, work or live in strata properties in NSW
• regulators and the strata community to monitor and track annual strata reporting compliance obligations
•regulators to capture and track every building bond deposit for all strata (class 2) building developments, providing confidence to the strata community that the cost of defects will be covered
•the ability to draw on bond deposits to fund defect rectification if a developer has failed to address the defect within the compliance period

Discovery on Data Analytics and Insights Unit

AANSW’s remit requires it to use data sourced from a wide range of other NSW Government agencies and departments, to generate quality analysis and insights that ultimately contribute to improved outcomes for Aboriginal people. A centralised unit within AANSW to coordinate access to and analyse data was required
We provided feasibility options and recommendations for the establishment of a data analytics and insights unit within AANSW, including
